In the current period of integration and development, communal cadres play a very important and decisive role in transmitting the Party’s guidelines, the State’s policies and laws to every household as well as every citizen. In fact, they are the closest and the most intimate level of the government apparatus to the people. Therefore, building the key communal cadres with sufficient qualifications, capabilities and qualities to meet the new requirements has been paid special attention by the Party and State.

With the aim of meeting local socio-economic development requirements and improving the qualifications, capacity of key commune officials, The Institute for Strategic Leadership Development Research collaborated with the Department of Home Affairs of Phu Tho province to develop a training program “Effective working skills” for the Chairman of the communal People’s Committee in Phu Tho province. The course provided in-depth knowledge of strategic thinking in socio-economic development as well as measures to build a local development platform, introduce and promote local images to attract domestic and foreign investment. Besides, the course also equipped core skills such as public speaking skills, effective planning and implementation skills, promotion skills and crisis management skills for key commune leaders. Thus, the course contributed to renovating the thinking and approach to vision defining and strategies choosing, thereby creating a foundation for sustainable economic development in localities of Phu Tho province.

After 4 weeks of study from August 16, 2019 to September 7, 2019, so far the cadres had completed the program as planned. Based on the results of monitoring  and testing on 11 thematic subjects, 95/96 cadres were certified to complete the course. Especially, 10 excellent participants with brilliant performances and contributions to the class received certificates of merit from the organizer.

Speaking at the closing ceremony, Mr. Le Tien Hung – Deputy Director of the Department of Home Affairs of Phu Tho province asserted that the training course ended successfully. With the knowledge and skills that have been imparted from the senior lecturers, he expressed the desire that cadres will flexibly apply these advanced ideas and be creative in carrying out local work as well as renew their thoughts and actions to continue building their increasingly rich and civilized Phu Tho homeland.
