Chi Linh is a sacred land of extraordinary people and famous for its special typography with numerous picturesque scenery. Although being such a young city, established only since early 2019, the leadership of the People’s Committee of the City has shown a determination to achieve the challenging goal, which is: turning Chi Linh city into a cultural, service and tourism center; a smart, green ecological, resort, worth-living and entertainment urban area with the development of hi-tech industry and agriculture; a 2nd-class urban area before 2030 and aiming to become the Ist-class soon. To achieve this challenging but inspiring goal, the leaders of Chi Linh city have decided to develop a project on building a Strategic Development Scheme of Chi Linh City, Hai Duong Province in the period of 2021-2030, vision to 2045.
The city has established the Steering Committee for the execution of the project with the determination to complete it as soon as possible thus serve as a basis for implementing the sheme and calling for investment on the city. The Steering Committee has actively sought consulting partners who can meet the quality and commit to progress and effectiveness of the project. According to the criteria of “the impossible trio”, the Institute for Strategic Leadership Development (Sleader), as a science and technology organization with the function of popullizing knowledge on strategic leadership and having a lot of strategic consulting experiences, has been honored to be selected as a partner to implement the project by Chi Linh city leaders.
After a period of working actively, with the enthusiasm of the city leaders and competent departments, Sleader\’s team of experts completed the project to develop the Strategy of Chi Linh City with record progress, in just 3 months.

On December 3th, 2021, with the attending of the Party Committee, the People’s Committee and the People\’s Council of Chi Linh city, the Steering Committee of the city held a seminar on the project. Attending the seminar was Mr. Hoang Quoc Thuong, Party Secretary of Chi Linh City; Mr. Nguyen Van Hong, Standing Deputy Secretary of the Party Committee, Chairman of the People\’s Council of Chi Linh City; Mr. Nguyen Van Kien, Deputy Party Secretary, Chairman of the People\’s Committee of Chi Linh City; Mr. Nguyen Van Huynh, Standing Vice Chairman of the People\’s Committee of Chi Linh City and the heads of the competent departments, wards and communes of Chi Linh City. On the side of the consulting unit (Sleader), there was Dr.Duong Thu, Director of Sleader; expert in strategy and planning, Dr.Nguyen Tien Hiep; specialist in international tourism development, Mrs.Hoang Que Nga and the other members of the consulting team.
Speaking at the seminar, Mr. Hoang Quoc Thuong emphasized: “It is necessary to find out the real advantages of Chi Linh in the new context to determine the vision and solutions to develop the city according to the Resolution of the 21st Party Congress of Chi Linh City and Resolution no 36-NQ/TU of Hai Duong Provincial Party Committee”.

A summary of the project results with the defined vision, strategic objectives, overall strategic solutions and development scenarios with corresponding unique responses was also presented by Dr.Nguyen Tien Hiep. Quote: “Take shortcuts to be the faster!”
Next, Dr. Duong Thu, Director of the Institute for Strategic Leadership Development, on behalf of the consulting team, emphasized: “The draft of the Strategic Development Scheme of Chi Linh City was executed with a new approach, breaking the barrier of traditional method, reflecting practical benefits, inspiring the government officials, the local people, and at the same time, clearly defining the vision, strategic objectives and overall strategy of the city to 2030, along with the forecast for 2045, which is an important milestone marking the 100th anniversary of the founding of the Socialist Republic of Vietnam.”
The seminar took place in an open atmosphere with a constructive spirit. The participants enthusiastically discussed the contents of the project and actively contributed opinions from multidimensional perspectives, emphasizing the promotion of the prime terrain, invaluable historical cultural heritage and generous personality of Chi Linh people.
Concluding the seminar, Mr. Hoang Quoc Thuong asked the delegates to continue to think and contribute in developing the project in written to the Steering Committee and asked the experts to continue to complete the project on the basis of comments at the seminar and study the successful and unsuccessful experiences of cities within or outside the province.
The two sides agreed to add the contributions to the Project and complete the handover of the project before December 20th, 2021 to submit to the superiors for approval.
