The decisive conditions driving this development are already in place:

  1. Complexification is a present reality. With it come the information-driven natural forces that determine the behavior and inherent dynamics of complex systems.
  2. The real-time capabilities of modern information and communication technologies accelerate these dynamics. What is valid in one moment may already be outdated in the next. Change has become a constant state.
  3. Data and information overload continue to rise, while traditional patterns of thinking and problem-solving lose effectiveness under this pressure.
  4. This leads to the critical state of information underload: a lack of relevant information amidst an excess of data. It maximizes the risk of faulty decisions and destabilizes systems that are not adapted to the new conditions.
  5. Contemporary cybernetic methods and technologies for mastering complex situations are readily available and already used by leading organizations. Where this higher dimension of steering and regulatory power is absent, irreversible disadvantages will emerge.
  6. Even highly qualified leaders cannot sustain the required level of informational and decision quality under complex conditions without such systems.
