An interesting point to note is that as employees in public service delivery agencies will be managed under another law, it may be necessary to consider civil service reform and public service reform separately. Although many of the issues around the application of merit, performance and objectivity are similar public services are generally more exposed to public scrutiny compared to the administrative civil service. Hence the demand for effective services, transparency and accountability will be more acute in public service agencies.
